I purchased two certificates today, and it worked! I now have 20 songs in my account.

The hardest part was changing my iTunes payment option to Paypal. It took a few tries to verify the Paypal account to work with iTunes, but once it went through, it was very easy to purchase the certificates. Make sure to use the link listed in the special offer page and it will open the special gift certificate page in iTunes.

One little blooper I noticed, after I finalized the gift cert purchase, it stated that 0 songs were added to my account, instead of 10 but the account credit displayed in the top right corner of iTunes reflected the correct amount.
